The blueprint aims to inform agriculturalists, policymakers, researchers, digital platform managers, private and public sector representatives, science academies and other relevant stakeholders in establishing a communication and knowledge management system that seeks to respond to common challenges related to the EU-Africa FNSSA collaboration partnership. "Decision-making processes on different geographical and political levels are not sufficiently interrelated by sector or supported by science in a transdisciplinary way", the report states.

The report also captures findings and recommendations from consultation workshops held on the KMCS in South Africa, Egypt, Namibia and Spain. The workshops were organised to "investigate the needs of each stakeholder in terms of information and communication between stakeholders, to measure difficulties in a bi-regional partnership and to gather opinion on the groups of actors to intervene in the KMCS initiative".
