Outline of Research and Innovation System

The Ministry of Higher Education and Research is responsible for formulating and coordinating science and technology policy at the national level. It defines the priorities for science and technology research and funds research through various instruments. To ensure coordination of scientific and technological activities, the Ministry of Higher Education and Research cooperates closely with the technical ministries responsible for thematic research institutes.

Alongside the Ministry of Higher Education and Research, sector ministries, for example the Ministry of Industry, Ministry of Agriculture and Ministry of Health, and universities and research institutes play a prominent role in science and technology policy.

The national research system is composed of three main levels with several actors and/or instruments at each of them:

  1. Policy planning level

Note: At the time of writing this profile, Senegal did not yet have a policy document guiding research and technology policy. Senegal is however currently in a process of defining policies with support of UNESCO.
