There are two ministries responsible for the governance of funding – the Ministry of Education and Culture and the Ministry of Employment and the Economy where as Tekes – the Finnish Funding Agency for Technology and Innovation and the Academy of Finland are the main actors providing R&D funding in Finland.

The Finnish country fiche presents an overview of the research system in Finland. It describes the main elements of the Finnish national and the regional research system, the main stakeholders, current research policy issues and anticipated policy developments. Policy issues are described based on thematic research and development (R&D) priorities and sectoral policies. Funding flows and organisations providing funding are presented as well.
Additionally attention is also paid to national policy development in relation to European Research Area (ERA) focusing on the labour market for researchers, research infrastructure and organisations, knowledge transfer as well as internationalisation of science and technology cooperation. The last chapter discusses the internationalisation of S&T cooperation and demonstrates how transnational R&D cooperation has been used to solving the Grand Challenges.
