The Making of STI Policy in Africa

The Institute of Development Studies at the University of Nairobi is to host a public lecture by Professor John Mugabe of the University of Pretoria's Graduate School of Technology Management on the evolution of science, technology and innovation policy in Africa. "The public lecture will focus on the political economy of STI policy-making, national experiences, and outcomes of the policy-making efforts," an invitation says. "It will discuss conceptual drivers, metaphors and rationales for STI making. The key messages from the lecture will be that STI policy-making in Africa lacks clear conceptual clarity, strong political infrastructures and is characterized by ‘continuous discontinuity’." First Global Science Policy Forum Goes to Kenya

The United Nations Environment Programme is organising its first global Science-Policy Forum to take place in Kenya. “The Science-Policy Forum is an integral component of the second session of the United Nations Environment Assembly (UNEA-2), which will convene from 23-27 May 2016 under the overarching theme of Delivering on the Environmental Dimension of the 2030 Agenda for Sustainable Development,” an event flyer says. “This is the first time that such a Forum is being organized and provides an excellent opportunity to bring together the different stakeholders from both sides of the science-policy interface.” [Image credit: United Nations Environment Programme]

The African Union adopted its African Space Policy and Strategy on 31 January 2016 during an official gathering of heads of state. According to an article on the African Brains website, the strategy “outlines the ambitious high-level goals to mobilise the continent to develop the necessary institutions and capacities to harness space technologies for socio-economic benefits that improve the quality of lives and create wealth for Africans.” [Image credit: African Union]

Conference on Science Advice: ASSAF, DST and IAP Team Up

The Academy of Science of South Africa, the Department of Science and Technology of South Africa and the InterAcademy Panel are hosting a conference on the science-policy nexus and the Sustainable Development Goals. “From ending hunger and ensuring food security, to combating climate change and ensuring sustainable use of the oceans, science is at the heart of many of these goals,” says an event announcement. Marcin Grajewski of the European Parliamentary Research Service has shared a list of recently published reports focusing on EU-Africa cooperation. “Relations between Africa and the European Union are governed by partially overlapping policy frameworks,” writes Grajewski. “Its development cooperation with Africa is channelled through different financial instruments, of which the European Development Fund is the most important.” The studies referred to by Grajewski were published by European research institutions such as the European Centre for Development Policy Management, Friedrich Evert Stiftung, Chatham House, and the European Union Institute for Security Studies. Cape Verde and EU Commit to Boosting STI Cooperation

The government of Cape Verde and the European Union have agreed to foster closer cooperation between the two bodies in areas of science, technology and innovation (STI). The declaration follows the seventh Cape Verde-EU political dialogue meeting held in Luxembourg on 13 October. According to the meeting report this could include training, awareness and strengthening of Cape Verde universities and research institutions.
